Do clovers count towards a beautiful town?

I don't know how to word it.
I have clovers in my town as paths/decoration. Can I still get Jacob ladders?

Clovers will not hinder your rating I use them all over for my paths and I have perfect rating. You can also have a few of the normal weeds but too many of those and it will hurt your rating.
