Do campsite villagers ever come back?

So today in the campsite I was greeted by a familiar, and happy sight; Static. One of my favorite AC villagers. Of course, he shows up in the campsite when I have a full town. I don't even have his amiibo card as of right now.

So what I want to know is... is this the last I ever see of Static unless I get his card or get him from another town? I remember in the GCN game, summer campers never move into your town on their own. (What I mean is, if you get an animal as a summer camper, they never move into your village. I know this because I used to cycle through villagers on the GCN, and any villager who was a camper never appeared)

Ah, so it's just random draw, huh? Doesn't matter if he's been there before or not in the past.

I've had Lucha show up twice in one week. Every time I wanted him but had no room
