DLC item question!

So I know that DLCs from the country you're in show up in the catalog. Does this also apply to DLCs from other countries, or do they not show up in the catalog? I'm trying to fill it up as best as I can

Only if they are orderable. If they aren't they aren't orderable in all regions.

Because I got the Gold Catalog badge literally minutes after I cataloged all the available Astrology DLC after taking months of slowly adding one or two items to the catalog a week. I saw Phineas pretty much as soon as I closed the gates/returned to my town, whichever it was.
