Actually no...he needs to ping you to tell you he wants to move first. A word of caution, though. Sometimes a villager will tell you they want to move and once you tell them to leave, they'll change their mind. But don't worry; just turn off your game WITHOUT saving and start over. They'll ping again and eventually they'll agree with moving, no problem.
