When you don't have the beautiful town ordinance, you can fish up a boot. (How people loose shoes at sea I don't know.) But why can't I just give Kickes the boot. He could use it for display or something. Just a random rant.

My previous post was kinda serious though. I'd love it if we could have a special set of boots from these. They'd look all patched up and worn out. That'd be great.

I think you can fish up boots even if you have the beautiful town ordinance. I added that ordinance to my town and it's working in every way (villagers keeping up with gardening, etc.) but I still fish up boots and tires from time to time. I just dump it around the houses of villagers I dislike or in front of Re-Tail as protest for having to pay to dispose of it. How hard is it really to dispose of a boot? If anything you should get a reward for recycling, just as in the real world you can get paid for turning in unwanted metal and stuff.
