I got a villager and am plot-resetting until she gets where I need her to be. In the beginning she moved, but on accident one time I pressed my mayor instead of the new person, didn't load it or anything (I closed immediately after pressing it) and now her plot won't move. Did I mess up?

What happened: Press continue, press mayor name, immediately close.

No you didn't mess up, i've done the same thing so many times. As long as your mayor isn't loaded up it should be fine. Sometimes villagers plots just stay in the same place for a while, no matter how many times you keep plot resetting. I had this trouble with Ruby, it gets annoying because I had to keep restarting the process several times to get her to move her plot but I eventually got her into a suitable place. You might want to try switching off your 3DS and switching it back on if that helps? again I tried doing this yesterday, and it didn't help much but it might help for you. Eventually she did move from that spot, though so you definitely didn't mess up. :)

Oh thank goodness! Thank you very much for the answer. c: And it's just so frustrating! I really wish we could set down their houses for them. (Or at least be able to go through the character making process quicker!)

No problem! :) Yeah it's really annoying when Rover asks all these questions to the secondary character, I wish he'd just ask them their name and let them choose from an array of faces instead of asking questions, like with the maps it'd be much more faster. I guess the point of not letting your villagers move in where you want is to remind you that the town isn't a dictatorship and the animals can do as they please.

I suppose, but it's not one really! In real life you can only build a house if your town/board says it's okay too, haha. But the little things!
