Development Permit stuck

My development permit is stuck at 97%.
Isabelle said water flowers, so i did.
Every. Single. One.
but, its still at 97%.
Yet, i've done a task for a villager.. which is supposed to be 1 or 3 points up.
Still nothing

+ i've talked to all my villagers, sold at re-tail, donated at the museum, and ect.

If you've got a fishing rod, you can fish for rubbish and recycle it at re-tail, that usually helps to boost your permit.

If I remember correctly just playing the game for a day increases your approval rating.If you don't have anything against time traveling,try TTing a day forward and see if your rating goes up.

I was going to suggest waiting a day, because you never specified how long you've been stuck. If you've tried to do it all on just one day, then that may be why. I know my only two towns took a while to get approved for. The second one especially.

Having villagers over to your house if they ask is a good way to boost it. If it's still stuck, I'd try doing that.

Maybe more flowers? To get a decent amount, I went to the island and took those. I think it was a butterfly tour that has a fair amount of violets per tour.

Check the online guides for developing your permit, could be a number of reasons why you're stuck on 97%. Try doing different things rather than watering flowers! Hope this helped.
