I think it is obvious this is fan art. If it was from the company, they would never have taken a poor quality picture like this one as they would have either scanned it, search a place that is flat and with light, and maybe even say "Concept art on Rowlet. Thinking how their evolution line should be." So sorry to burst your thoughts. But this is obviously not the real thing. Why do people think anything that says "leaked" or "revealed" is real? Just wait for the final product release and then you can state your opinion. Unless you somehow are a beta tester, and even if they spreading the word, beta testers aren't allowed to tell fans what the company is designing/making.
