You probably don't want to do this, but I'd say you'd have the best chance of catching one if you get rid of all your flowers, or just store them away somewhere, and cut down all your trees and remove the stumps. Not only will it be MUCH easier to see them when they do appear, but they'll be more likely to spawn because the types of bugs that appear on trees can't spawn at the moment, and only a certain number of bugs can spawn in your town at one time. I did this and I'm really glad I did, because I managed to catch two scorpions and a tarantula after I cleared out my town. I just sold or destroyed the flowers I didn't need, put all my rare flowers in my house and in storage, and whenever I cut down a fruit tree I put the fruit in a basket and dropped it down where the tree was, so I knew where to regrow it once I caught the bugs, and it worked out really well for me.
Even if you do this, however, you will need to be patient. The night I caught the tarantula, I'd been wandering around my town for nearly an hour without seeing anything before I finally saw one, and considering I tend to either panic and run at them, causing them to bite me, or hesitate too much and let them disappear, it's a miracle I actually caught it. I'm pretty sure it also took me about an hour to catch the scorpion, and I stayed on for another couple of hours and only saw a couple of tarantulas, neither of which I caught. It takes a lot of patience or luck to catch them, but once you do you will feel extremely accomplished. Good luck.
