I have tried to start a cycling town a couple of times, and it's never worked properly. I've read the foolproof cycling guide, but that seems to be aimed at people who already have a villager moving out.

I've also only ever been able to get up to nine villagers, and none have ever pinged to move, or gone into boxes.

How do I start the ball rolling to get villagers to move?

I never know what the true cure for this is, but whenever I restart, I make sure that I've paid off the down payment to my house, I've gotten 100% approval and built one PWP (the campsite)

After all that, a villager moves soon after (I get to 9 around the same time as I complete all of that)

I think it was you needed the 100% approval rating before they will move out
