I had bought my ACNL game in August of last year, and I lost it about a year ago (year ago). I bought a new copy since i missed it too much and since I'm in the middle of moving houses, I found it. I decided to turn my old town into a cycling town. I began playing today and Beau pinged me to move out, but after I wished him goodbye, he insisted on staying. What do I do now, to what date do I travel to? This is my first time and I really don't want to mess it up!

When I was trying to get someone to move out to start cycling, I just kept TTing ahead one day at a time and running around the village to see if anyone pinged me. If not, I'd just talk to all of them (befriending them makes them move out faster), save and quit, then load up the game again and set the date to the next day. Lather, rinse, repeat.
Someone will want to move out eventually.

Also, make sure you don't have anything in your pockets or more than 100 bells on you, since villagers might ping you to sell you something or want something you have.

Once you have someone in boxes (and that someone either claimed or voided), I found that this cycling method works 100% for me.

Granted, I'm still new at cycling, too. ^^

Yes, I am!

Well, he's not going to move out now, so what you need to do is quit without saving, and then reload the game and ignore him. There's no need to TT, he'll move out eventually but you can go one day at a time if you want. The reasoning behind this is because your game has a sort of a savestate where it saves who's moving out what visitor is there, what plots show up, etc., but the fact that he chose to stay will not be saved because that did not happen when that savestate was made. If you've saved, there nothing you can do.
