Do you have 9 villagers with *no* roped off area for a tenth?
If so, we add each other's friend codes. You come visit my town via the train station and talk to Kabuki. If he is able to move in he will give you the opportunity to invite him to your town. It's part of the dialogue. He says he's moving with no place to go...
