I'm not sure how adopting a villager works. Do you have to wait till they are in boxes before trying to get them to move into your town when there's a space free?

If you only have 9(or less) villagers and have not had the villager in question recently(16 other villagers have to move out since you've had the villager you want to invite)...you can visit a villager boxed up in another town and the dialogue will let you invite them to your town.
If you are wanting to get rid of one of your villagers they need to have all their stuff boxed up before someone can invite them into their town. The villager is only boxed for one day before they are gone.
I'm terrible at explaining and there are probably some important details I left out. Sorry.

I was so tempted to pull her into Kakariko but am trying to resist temptation. She just doesn't belong. I guess I could allow her to be a pretend Gibdo but I'd be in trouble if she changed! =)
