Villagers are free, first come first served, unless someone has reserved a villager that is in town but not yet boxed. (I usually have a list of villagers up but am using my cycle town for my own purpose at the moment.) Basically I won't hold a villager for more than half an hour unless they are paid for.

If you are wanting Filbert now he is free.


Edit: Aaand that was probably as confusing as my first post is. Sorry. I'll work on editing my first post to make it clearer. Maybe I should ask someone else to word it though...
