There is no limit to lurkers for a villager in town. =) All get an equal opportunity as long as they mention they are lurking before I've posted a villager is boxed. The villager will go to whomever responds first when the villager is boxed. Or if no lurker responds in a certain time frame(usually an hour) I'll let whomever is around get the villager.
