Ah...you must be TTing one day at a time then. I find 3 forward and 3 back works best for me...because (unless all my hours of cycling have been wrong) nobody else will move out until someone new moves in. My villagers never drop below 8 at a time.

@bold I've noticed this, as well. I don't worry much about villagers leaving if someone new is moving in. Though I go day by day and talk to every all the villagers I want to stay and/or mail them letters regardless.

If nobody's moved in yet, nobody is next. A new villager has to set up a plot before anybody else will move.
