Custom Villager Texture Questions

I've been interested in creating custom villager textures, but am a bit hesitant to fully dive into hacking my 3ds. So I was wondering if it were possible to create custom textures for villagers and have them uploaded to be used by users without having a hacked 3ds myself. If so this would be a fun project, maybe I could even start commissions for it, but since I'm not an expert on how this all works I don't know if that is possible. If anyone knows whether or not this would be possible please let me know!

im guessing you could, you would just need to use some sort of 3D software that can read the 3DS files and change the textures so this is definitely do able. however, i don’t know how legal this would be considering the fact that you would be selling nintendo’s models.
