Crazy redd with invitations?

Hey,
i was just in the citu an i went to Redds store to have a look wat wasin, i bought summin an i was leaving, but Redd stopped me an started sayin "You know anyone who might wanna join our family blahblah an thats what cousins do etc"
So i was like ?!i got out side an in my inventory was like a letter, an it said invite card, so i have to write on this an send it to someone...
This has never happened to me before, am i just meant to send it to anyone or?
Please tell me if this has ever happened to your or any info etc.

If you give it to someone they can enter in redds shop. Then i think they pay 3k to be a member. You dont have to send it through wifi though. You can also give it to them while at their town or when their at your town.
