Could Mayor Tortimer be ignoring me?

I have reset my Main Town and I have played long enough now to fill my town with 9 villagers and I am on my first PWP. But Mayor Tortimer hasn't come to welcome me to the Island. My secondary character has gotten the invite by my mayor hasn't!

Has this ever happened to any of you? Am I screwed, or could he still show? I have never had him wait more than a few days. I'm getting really worried.

Oh, is that it? Whew! I had better work on getting bells, then. I thought his appearance was based on time - I never thought of the house, and usually I do upgrade it fast. Not this time, tho...
