Comma before and?

Red, green, and blue.

If you said the other one it'd seem like green and blue were the same thing.
 
Well I know (I think) in Europe they wouldn't use the third comma and it's split in the US.

That applies to Russia, too. They wouldn't use the third comma. Personally, I use it whenever I write in English.
 
I leave out the third one.
Although, sometimes they do slip in, on rare occasions. XD
 
'Red, green and blue'. Although in most cases like this, I'll just use a comma where it sounds right (i.e. there is a pause in speech).
 
I use Red, Green, and Blue. Dunno why, I just find it one of those things where you have to add the third comma.
 
When writing in English, correlative conjunctions only have commas before them when they separate phrases that could stand alone as sentences.

That said, it doesn't really matter in casual writing.
