Comma before and?

Well I know (I think) in Europe they wouldn't use the third comma and it's split in the US.

That applies to Russia, too. They wouldn't use the third comma. Personally, I use it whenever I write in English.

'Red, green and blue'. Although in most cases like this, I'll just use a comma where it sounds right (i.e. there is a pause in speech).

Literature pepole say the comma is not needed, more optional. So its like Potato Potahto, both are right.

I use Red, Green, and Blue. Dunno why, I just find it one of those things where you have to add the third comma.

I myself, go for the no comma before the last item in the list.

When writing in English, correlative conjunctions only have commas before them when they separate phrases that could stand alone as sentences.

That said, it doesn't really matter in casual writing.
