I've noticed different variations of the colourful tools but can't find anything on it online. I've seen some peoples' are blue/yellow/red and some are blue/yellow/pink or red/yellow/green. Do these cycle in Nook's Cranny or does every island get a different variation?

You can actually customize them yourself. You just use the custom kits and bam, all the colors are available.
I didn't know this! I wish they rotated colours though, as I always run out of customisation packs and it's annoying buying them. I was so happy when I created a new character and was given 50 to use. Let me buy 50 at once!
Yeah, my store doesn't have the variety I want so I'd have to buy it and customise it every time my old one breaks... which is why I'll probably just display them. Also they're not that cheap to begin with which is also a pain.
