A lot of people are wondering why NA has not received any of the 4 official DLC for AC:CF. Many may have also noticed that NA has a lot of events for Pokemon Diamond/Pearl lately. I personally haven't heard if any regions other than Japan and NA getting Pokemon pokemon events (If they have my theory could be wrong lol. I could be wrong in my assumption, but is THAT why we haven't received any AC:CF DLC? Because NA already has been having a lot of Pokemon events?
This is just my theory... and yes I know this is a tired subject

Ok my bad, I'll fix it to say events. I thought it was DLC cause you sort of download it to your game card.

Well, either the DLC is Japan-oriented or it's for a game-released thing. The Pikmin hat followed the release of the Pikmin game. And the other DLCs I've seen for Japan has been Japan-oriented.

1 in Europe.
None in America.
