No one can sadly. They stopped that in the last full update 
only the campsite owner can take anyone in the campsite now. You can have him though if you want? You've just got to keep talking to him until he asks to move in

Ah, if you didn't save but quit straight away you could have talked to him again until he reached the name of someone you wanted to move out!
