it's because you only opened one frame, idk if there's a way to actively work on gifs, but as far as I know you need to use a gif separator to get each frame of the gif and then edit each one individually, and then put them back together.

I'm not sure how photoshop works since I use GIMP as my program for animating. With GIMP, when opening an animated file it usually opens with all the layers so I don't got to separate them myself. Sorry if I'm not much help -3-
