Before I even got New Horizons, I saw that you can build up cliffs from the normal but can't get up to them with a ladder. I, of course, got the game and got terraforming
so I then decided to build a 3rd cliff level to make a little star viewing area. As stated before, I knew you couldn't get up to the 3rd level with a ladder so I thought you could get up to it with an incline. When I tried that it said I couldn't. Disappointed, I changed my terraforming plans. Later, I saw a small video of someone else's island who not only had a incline leading up to a 3rd cliff level, they had one leading up to a 4th cliff level and had their museum on top of that. Video here.

So my question is, how do you get up to the 3rd level? Do I have some kind of glitch?
 
Assuming sea level is 1, my house is on 2, my hybrid garden is on 3. I built a cliff on the third level and tried to get to it, but the game wouldn't let me. Unless hacked, there's no way someone has anything on the 4th level.
 
Yeah, that player used a modified Nintendo Switch running custom firmware to inject things into their game that aren't intended. Basically, they hacked. Still looks nice, though!

Definitely wouldn't want to visit, though. Hacked towns/islands terrify me because I'm afraid the hacked data will cause an issue.
