Clear My Void?

Hi! I'm not sure how it works, but Camofrog recently moved out from my town and no one adopted him. I'm worried that he will randomly move into someone's town...I'd like to clear my void but I'm not sure how that works! If someone could help me out I would really appreciate it!

Also, side note...since I only have 9 villagers now, do I run the risk of picking-up someone else's voided villager?
