There's probably already a thread on this and this is probably super obvious agh but just in case this helps someone right now: You can actually Soft Reset for your first three villagers to get whoever you want. I did this back at release and realized I never posted it so here we go. For the sake of those starting the game right now:

1. Place the plots down.
2. Complete ONE plot.
3. Save the game
4. Enter the game again, go into the tent
5. Exit the tent
6. The plot should have been sold, check who it is.
7. If you like them, great! If not turn off your switch and try again. The villager will always be the same personality as the first one you found.
8. Repeat for the other two plots.

I got Lolly doing this. That way you don't have to waste your NMT like I did :)
NOTE: I did this pre-update so I'm not sure if things have changed since then.

This could be great for some, but I’d be hesitant to try it myself. I’ve noticed my game saving at the most inopportune times and wouldn’t want to risk being stuck with someone.

I think I soft reset around 40+ times and I was never saved on :O But I understand! My plots were close by haha

That’s reassuring!
I got really lucky with my Islanders, but if you’re looking for a specific villager it’s definitely difficult. This is probably the best method yet to have your normal, lazy and peppy dreamies guaranteed.

i didn't do this but i'd definitely recommend this if any of your dreamies fall into those three personalities, i've done probably over 2,000 nmt at this point and there are STILL villagers i've never seen

man i don’t know how on earth anyone can have over 400 million bells worth of nmt in the month since nh has been released That’s nutso

dang that makes sense! I should start selling raymond’s so i can afford a raymond of my own one day
in terms of cycling all you really need is one popular villager to make you a decent amount of nmt to start you off (probably at least 20 nmt) i’ve found that you’ll normally to find another popular villager within that amount and if you’re cycling 3+ villagers out at a time it all starts to add up and obviously certain villagers will sell for even higher! it’s all luck based though and prices can vary even for the same villager depending on how many other people are selling/looking at that villager on the same day

also this is assuming you have the time/patience to cycle for villager, but it's definitely a good way to get you going

Unless one you want is a new villager I don't understand why you don't buy (fake) amiibos... you must be really patient to visit 2000 islands :0

This is a great tip for people who only care about getting the actual villagers they want. But if they want them to have nice interiors and not the DIY houses that you "put together" for them, then this would be more something to use to get villagers you DON'T want to stick around - so you can replace them with someone better. xD

LOL I mean... wanting someone you don't want... doesn't that technically mean you want them

even with their low price I just have other things I'd rather spend money on as a poor student and it's satisfying finding them on islands anyways :p
