Because it doesn't work. There are no loopholes to the 16 villager cycle because it's based on the game's save data not individual characters. It's a scam because it's giving people false hope that they can let one of their villagers go into boxes and be able to pick them up again right away. It doesn't and will never work that way.

Doesn't this means, when your villager is in boxes, your best friend comes and invite the villager over, and the villager will appear in your friend's town?

Its the same as ankha is in boxes, i invite my friend over to speak to her and she will move over to his town.

This is to avoid Ankha being voided?

Basically what he say is actually not the loophole to the 16 villager cycle, but rather than let the villager goes into void, he get someone to adopt it, and bring the villager back once it is in boxes in his friend town.

Yes and no.

The guide is assuming that making a new character bypasses the 16 villager cycle. That's the main topic at hand.

And no, it doesn't work. What works is letting someone keep your villager--but you still need to cycle out 16, because the game won't let you adopt the same villager that is still in your "previous villagers" pool. If they still appear on your main street, you can't re-adopt them.
