CF - Villager wanting to move out

Filbert wants to leave my City Folk town. I said "Don't go!" He responded "I don't want to go either, but it's kinda beyond my control!"

What does this mean? Is this a move out you can't stop from happening?

You can still stop them even when they say that. Just keep trying (assuming he's not packed up or gone by now).
