Fertilizer? Maybe some of the Halloween stuff like candy/masks/Spooky furniture they may not be able to get enough of on their own before Halloween?
Definitely some hip clothes, especially shoes! It's bad enough to start with the original hair, but the outfits too, yikes!
Maybe also a piece of authentic art? I didn't find Redd for a few weeks after I started so I was desperate to at least get one thing in each category donated.
Also maybe if she's built the campsite pwp, pay it off for her so she can start looking for villagers she wants to move in?

Bells and the halloween items are a great idea. They won't have enough time to buy them from the store.. Bushes! Everybody wants bushes
How about clothing for the Gracie fashion checks? That's one thing I see people who reset usually try to keep or get replaced right away. I think they can pass with just a few pieces as long as they don't clash. The accessories are the hard to come by and the most fun, so one of those from each category would be nice.

Aw, that's really nice of you to make that for your friend!
I'd second the Gracie fashion check stuff, as that can be a real pain in the butt if you weren't prepared for it and have to stalk the Able Sister's day after day to get the right stuff that you need. It can help just to have a few of each kind on-hand.
Also, if you have any doubles of unorderables, those would be great for your friend, too. A lot of them can be a pain to get and I'm sure your friend probably doesn't have spare money to be coming here to try to buy them. Aside from that, you could always give them some fossils and art to get them started on their collections in the museum, too.
Oh! One more thing! If you have an extra wet suit (assuming this wasn't part of your tools set already), that can be a big help for them as well, since they don't always sell them frequently on the island.
Other than that, I think you have it pretty well-covered. I'm sure that whatever you get for your friend, they'll be extremely happy and grateful!

I just put together a "kit" for my second town.
Tools - It had a silver net, sliver rod, silver shovel, silver slingshot, a couple regular axes - I didn't include a watering can.
Fruit - 2 Baskets of every fruit and 5 baskets of perfect peaches (since my second town's native fruit is pears)
Clothing - 5 Gracie Dresses, 3 Gracie Pants, 3 Gracie Shirts, 2 pairs of shoes, 1 Gracie Umbrella, Headband and Floppy Hat
Items - Can't remember which foreign/DLC items I transferred, but I'm pretty sure I put 5 or 6 different things in there
Paintings: 3 paintings (I had spares in my first town)

Whatever you do, do not give her golden tools. Let her get those herself.
If I just started playing ACNL, I'd probably want some flowers, silver tools(not all silver tools, just some like watering can, fishing rod and net)), some fruits and maybe some of the furniture I've been wanting.
