Can't get villager to move into certain area?

So I recently got fang and have been plot resetting for him, but he doesn't move anywhere near where I want to move him. I was wondering if the house has to have a certain amount of a space away from a bridge to be able to move in?
 
They should be able to move 1 or 2 spaces away from the bridge, but someone please correct me if I'm incorrect! As long as it's a two space gap, it should be a valid place to plot.
 
Yeah villager houses will just go in the most random places that you would never be allowed to fit a pwp in. 1 or 2 is about right. I remember Beau trying to plot right in front of a bridge when he was moving In, about 2 squares away if that.
I do find there's certain places in my town where villagers just won't plot, yet other places that several villagers have moved in and from. I used to place just small pwps in my open spaces temporarily before I moved somebody in, just to limit the spaces they had available. And then I replaced them when I'd unlocked pwps I wanted
 
To get near the bridge, you need to be at least 2 'blocks' away from the river, as of the fact you will be blocking the path and nook will not allow your house to go there because of "potential future remodels" so yea.
 
PWPS always help but you can't really place more now. Sometimes villagers just plot in the same general areas.
