Can't find the Fake Rock

I can't find the fake rock. I've been looking for a week now. Are there any circumstances where you don't get a fake rock? My town is pretty full...The only open spots are the 8 "squares" around my other rocks. Could this be the issue? Do I need more open space? Thanks!

Well rocks can't be right next to each other, so if that's the only open space you have that's probably why you don't have the fake rock.

Rocks can't form where paths are. Maybe that's the problem?

That's the issue. Fake rocks will not spawn right next to each other, they need at least a one space buffer, maybe two.
