Can't change animated avatar

It says I can't upload an animated image but I bought the animated avatar and i made sure the gif was 100 x 100

Note- not the ouran one you see now

What I do is go into "Inventory," activate my animated avatar collectible, upload, and then hide it again. It works fine after.

Maybe it didn't go through.
