can't buy my 10th plot of land? and theres a villager at the campsite?

i can't seem to purchase my tenth plot of land. i am the only one who uses this switch for animal crossing and i have 9 villagers. it seems other people have this problem and nintendo hasn't seemed to do anything about it yet. the villager at the campsite just refuses to move in and i cant ask tom nook for land. if you have any quick ways to fix this, please tell me! i really want the villager at the campsite.

i have timetraveled,
i have 9 villagers,
fully upgraded museum and nooks cranny,
i havent got kk slider to come over yet
i havent got the "this is the last plot of land i can sell you" dialogue, he just stopped giving me the option.
i would really like this villager and i don't want to reset my island.

Not sure of fixes, but I really suggest that you report this to Nintendo Support (of your country) so they can track bugs like this and likely offer solutions if there is any that they may have. Nintendo doesn't frequently check boards like this to look for bugs to fix, so it's a good idea if it is new, unique, or something that only a few people have to reach out directly to them online!
