so can I do this:

1. I have 10 villager in my town

2. I scanned the Amiibo Card and invite villager, let's say ganon to replace one of the villager, peewee

3. I wait until the next day. the peewee house is gone, but ganon plot hasn't appeared yet

now in this scenario, can I invite villager from another town this very day when peewee house is gone and before Ganon moves in? so Ganon's didn't arrive and instead we get that villager from another town?

sorry, it's hard to explain. thanks

On that day, you can't unfortunately. Your town will be full regardless. Sometimes on the rare occasion, there might be a delay when the invited villager (via amiibo) might skip a day of plotting.

I'm not sure what to recommend that would be a faster method. But amiibo would be an option, or just waiting it out as you do not time travel. Maybe someone will have a better idea in mind. Sorry, I can't be more helpful. :(

So if I just cycle between 2 amiibo villager until that rare occasion occur when the amiibo villager didn't plot the house, I can ask for another villager from other town to come in?

Yes, but like I mentioned it is rare. I wouldn't have high hopes while using this method. I have a second town which I use for breeding hybrids and cycling, and it does occur at times. I'm not sure what triggers it, it might be down to luck.

If I were you (and, since you don't time travel), I would invite the amiibo villager in, then the next day I would create an extra player. Checking whether or not the villager has plotted. If so, close the game and repeat. Do not save. Repeating this process, you should eventually find the villager has not plotted. Now, following Isabelle's and Tom Nook's instructions and save. Delete the extra player afterwards if you wish. He/she will no longer be needed. Boot into your main player and there you go!

One thing I do want to mention that might help, but I am not sure this has been patched. If you have no possible room in your town for a villager to plot, they will send you a letter of apologize and revoke moving to your town.

Oh dang... This may sound quite rude, but are any of the players heavily undeveloped? Barely any items, bells, clothing, etc? You could transfer them to another player in the meantime while you are doing this (drop and grab), then recreate the player later. Don't forget to take a snapshot or photo of the player, so you can put everything back once done. You can even transfer that player's save file to another cartridge, but I have a feeling you don't have this option if you and your siblings share one game.

Honestly, I don't blame you if you don't want to do this and just wait. It is a lot of work haha.

They're all heavily developed so I can't just remove one of them lol...

So do you think should I scan 2 same amiibo every day over and over until the rare occasion occurs, or should I just wait normally until the villager left?

I don't see why you can't do both haha. You might get luck. Inviting villagers via amiibo doesn't affect villager planning to moving out.
