Can villagers move out on holidays?

During a holiday there can be a rumor about a mover. It happened to me during Harvest Festival early on.
I did the save/quit and had no luck. Went online and found out you have to wait for the holiday to be over.

All movers that asked before the holiday gave me a date after the holiday. One wanted to get their Toy Day gift before skipping town.

Yes they can. Tammy moved out on Christmas/Toy Day last year, but not before asking me for a gift.

KK Gamer is right, I had a villager move on Toy Day as well
