Can villagers move in on ToyDay?

Just wondering because its been 3 days and I was hopin to have my ninth villager by now.

In my town Marshall was supposed to leave today 24th, but it hasn't left yet, he will do tomorrow.
So if they can't move out, probably they can't move in.

During my cycling escapades, the one time a camper would have moved in on Toy Day their plot didn't show up until I jumped forward, so I'm gonna say no, but I could be wrong.

There's no move ins or move outs during special events I believe.

Nope, Just found out that Gruff had placed a plot in my town, on a fecking path. Haha

I'll do the village reset trick till they get it right >_<
