Can the newest villager move?

I was working on moving Kid Cat into my town (10th villager) when Claudia moved in from a void instead. Is there ANY WAY the newest villager can move? Would ignoring her forever work somehow? I really don't want to move any of my other villagers out. ):
Sorry if this has been answered somewhere before, I searched but couldn't really find any solid yes or no answer. Any help is appreciated!
 
I've seen some people swear up and down that the tenth villager will not ping to move until someone else has moved out, but I distinctly remember Marshal asking to move just days after I adopted him, and he was my tenth. However, I think that it is a very unlikely occurrence (though not impossible, clearly!). Also, it seems to me that ignoring your townies is counter-productive, since villagers that you don't speak to will almost certainly not ping you (about moving or anything else for that matter). So, I think the answer to your question is that yes, a tenth villager can be moved, but it is very difficult to do pull off -- at least, that has been my experience.
 
Yep I had the same thing! Zell was my tenth to move in, and then like a week later he pinged. It's just all random.
 
Your 10th villager can move, it just tends to be somewhat rarer.

As to whether ignoring her would work, the answer is no. While some people swear by ignoring their villagers or being mean to them, it's largely random who pings, and you're just as likely to find people suggesting you should aggressively befriend villagers. In my town, for example, most pings come from villagers I don't have a high friendship level with but don't ignore either. When I was new to the game, I even tried ignoring a villager, who only pinged me when I gave up on ignoring them. I doubt that ignoring them is directly related to making them move. Most of what you can do is just be patient, and if you're willing to time travel, there's a few methods you can use to speed up the process. I can explain the one I use, if you'd like.
