Julian is a cop who's solve the case of second characters murders. Julian saves the mayor from murder and later in they fall in love. The mayor moved in before the killing but second character was supposed to be mayor. Second character was angry at not being called fit for mayor "he only killed that one cat by accident he says". Nobody believed him. Your mayor moved from a small town to your town to make a mark in the world.
