Can others move a Camping Villager into their town?

If I have a villager camping out in my town, can someone come over and convince them to move into their town?

I currently have Boomer camping out but I don't want him (and I have 10). I would like to see him go to a good home if possible.

I wish they did implement this into the game. It would make for obtaining dreamies a little easier.
