Can newest moved in villager ask to move out?

It's not a big deal, but I managed to get Lucky for a friend yesterday, and I plan on time traveling him out. Can he ask to move, even though he's the newest villager? I'm hearing rumors that you can't, but I'd like to know for sure before I start the process of kicking him.
