Can I use someone's shampoodle and buy some tools for my two characters?

I just started my 2nd town. I really need a new hair style for both my characters, Ai and Yu (I applaud you if you understand what my town is referencing). I already bought the shovel and fishing rod for my mayor and since it's the day of a fireworks festival, Isabelle is not in the town hall so I can't get the net from her. Can someone help me out!
