can i stop a villager from the campsite from moving in?

Yes you can, just invite another villager in, from another town. This will cancel the camper.

Other than saying the option of "probably not" or "this town isn't so great", etc whatever else they say that is negative toward the town, no. If you tell them they should move there, there's no way to stop it.
Edit: Perhaps inviting someone from a new town to come in will stop it, but I've never tried it and I don't really know.

1 option: don't talk to them (do not invite them), go in have a look and get the heck out
2 option: get another villager to move in asap if you have 9 (like roseflower said)

This isn't necessary because they usually only move in if you invite them. You can talk to them safely and play games with them, just make sure to turn down their offer to move into your town.
