Can friendship be too high

Is there a high level of friendship to the point of a villager not pinging you to move? Ch?vre is an original and had never asked to move. I deny move requests and keep waiting to get her out. Should I stop doing everything she wants? I have a real hard time saying no to any villager request.

Nop never~ My highest friendship one tend to ping me more until I need to lower it to the level they wont ping me, for a lonnngg loonnng time.
