Can animals move in/out when you don't play?

Unless there was a villager planning on moving before you stopped playing. They will still leave on the date they were planning on moving ~ even if they never told you they were.
A new plot will still appear if the day after the last day you played a plot could have appeared.
Effectively it just acts as thoughh 1 day has passed, except for villagers leaving which take into account if the date has passed.

I'm quite confused but thank you anyways!
It's likely Punchy had already decided to move out last time you played and you just didn't realise (he might not have found time to tell you). I didn't play my game for 2-3 weeks and there was no difference made to my villagers. Even with WW and CF, sometimes I wouldn't play for 6+ months at a time and villagers would be unaffected.

xD Sorry, I just meant that if nothing was going on with your villagers moving, then nothing will change with them.
But if a plot appeared the last time you played then the villager will not be in boxes ~ as the date has moved more than 2 days. And if a villager said (or decided, but not yet told you) they would move on the 8th of August and you haven't played since they said this then they will have moved out on the 8th even if you weren't there to witness this.

That would explain why Whitney didn't move out in the 3 years I stopped playing WW. xD And here I thought she was just super loyal. 
Although to be fair she still never asked to move when I did play so I guess she's still pretty loyal~
