Can 3DS SD cards be switched?

Like, let's say you've used an SD card for 3DS 1 and got a bunch of games on that SD for that 3DS, but then 3DS 1 breaks and is unplayable so if you were to get a new 3DS (which we'll call 3DS 2) and put 3DS 1's SD card in 3DS 2, would you still be able to play the games you got on 3DS 1 on 3DS 2?

Unless you do a system transfer, the data on the SD card won't be recognized on a separate 3DS.
