So I just found Merry in my campsite and fell in love with her instantly!
The first time I reset my game because she would not agree to come to my town! I played 3 games with her involving me buying things from her and she still refused to move in!

The second time she agreed to move in almost instantly...

Are there like specific chances of getting villagers to move in or is it random?

I got Blanche to move in when I had a peach in my inventory and she asked me for it. She gave clues that she wanted a peach by the dialogue, the word Peach was colored blue so I just assumed that she wanted a peach. I played a game and she said that if I lost she would take my peach and not move in but if I won she would move into my town.

Are there specific items like that for all villagers?

Yeah, its completely random but some thing trigger an instant move such as beating them in a game or speaking with them enough.

Some villagers take a long time to get them to move in, if at all
