campsite villager disappeared

oops wrong section....posting this in Animal Crossing: New Leaf

has this happened to anyone? i invited fauna into my main town from the campsite and she agreed to move in. the next day i found her plot...saved, no problem. the following day i got this letter in the mail:

"Dear Flash,
The truth is, I was still struggling with whether I should move or not. I feel bad about this, Flash, but I must stay in my current town for a while longer.
Farewell, Fauna"

does that mean if i want her back, i have to do a 16villager cycle? she never physically walked into my town.

How is this even possible? So weird. Did you invite another villager during her moving in period? Maybe that's what caused it.

There was a thread on the main forum some time ago where someone invited Wolfgang twice (once from a town and once from the campsite) and got a cancellation letter followed by a glitched invisible Wolfgang plot. You've not got someone else's plot in your town instead of hers have you? Like a voided wifi villager or something? All I can think of.
