Campsite question?

I've seen almost everywhere that when you first build a campsite, the next day someone will always be in the campsite. I just built one in Atlantis but nobody's there (and it is directly a day after I paid it off), but I'm not playing as my mayor. So is that true or am I doing something wrong?

What I've discovered is that once you pay off the campsite, load up your mayor and go to the completion ceremony, the next day is when someone will ALWAYS be camping. So that day just create a new character and keep going until you see a villager you want.
