Campsite question!

I've been posting alot, please don't mind that.

This time my question is about the campsite.

Currently I have nine NPC villagers in my town. My husband moved into my town by making a new save file, so not including me, all in sum I have ten villagers (9 NPC and 1 extra character)

Will a camper be able to move in according to the population? I know you can have ten villagers max, but I didn't know if extra characters you make count towards that and only NPC villagers count.

A town can hold a mayor and up to three extra characters. How many characters inhabit the town has no effect on the number of villagers. Total possible villagers is 10. If you have only 9 villagers, then one more will be able to move in through the campsite, adoption or wifi/streetpass.

I have 4 characters in my town and 10 villagers. So you will be able to get a 10th animal friend. Good Luck.
